What is Specialist Disability Accommodation in Australia?

You have SDA funding in your NDIS plan. Now you need to actually find a home. The reality for most participants in Australia is that vacancies move quickly, listings sit on different websites, and the language used by providers (design category, building type, payment level) is hard to compare side by side. Many people feel stuck choosing between a property that is available and a property that actually fits.

Specialist Disability Accommodation is housing for NDIS participants with extreme functional impairment or very high support needs, who require a specially designed home to live safely and independently. SDA funding pays for the bricks and mortar (the building itself, paid to the SDA provider), while Supported Independent Living (SIL) funding pays for the on-site staff who help with daily tasks. They are separate funding lines and they are often combined, but you can have one without the other.

Types of SDA Available in Australia

The NDIS recognises four SDA design categories. Each has different physical requirements, different price points in the NDIS price guide, and different participant profiles. Confirming your category is the single most important step in narrowing your search.

Improved Liveability

Housing designed for participants with sensory, cognitive or intellectual disability. Features include better lighting, clear colour contrast between walls, floors and fittings, easy-to-use door handles and taps, and a layout that reduces confusion. Fully Accessible

Housing built to a higher physical accessibility standard for participants with significant physical impairment. Properties have step-free access, wider doorways (minimum 950mm), accessible bathrooms with roll-in showers, and kitchens that allow a wheelchair user to move and work independently. Fully Accessible dwellings suit participants who use a manual or power wheelchair full time but who do not need ceiling hoists or backup power.

High Physical Support

The highest design category, built for participants with very significant physical impairment and very high support needs. High Physical Support dwellings include structural reinforcement for ceiling hoists, backup power for essential equipment, height-adjustable benches and basins, assistive technology integration, and 24-hour support readiness. Many High Physical Support participants in Australia also receive home nursing services and occupational therapy in the home.

Robust

Resilient housing for participants whose disability-related behaviours of concern can present a risk to themselves, other residents or the property. Robust dwellings have reinforced walls, impact-resistant fixtures, secure outdoor areas, and layouts that reduce escalation triggers. Participants in Robust SDA usually also have a behaviour support plan and clinical oversight.

Legacy Stock

Some SDA properties in Australia are classified as “legacy stock”. These are older dwellings that were enrolled before the current SDA Design Standard came into effect. They can still receive SDA payments and can be a legitimate option, particularly while you wait for a new build. The trade-off is that legacy stock typically has fewer accessibility features than a property built to the current standard. How to Find SDA in Australia

Finding the right SDA property is a multi-step process. The order matters, because each step depends on the one before it.

  1. Confirm SDA funding in your NDIS plan. Look for a “Specialist Disability Accommodation” line under Capital Supports. The plan should also state your SDA design category, building type and location group.
  2. Determine your design category. This is set by your NDIS plan based on your assessments (usually a functional capacity assessment and an SDA-specific assessment from an occupational therapist). The four options are Improved Liveability, Fully Accessible, High Physical Support and Robust.

  4. Tour properties and meet potential housemates. Most SDA dwellings are shared. Visit in person where possible, bring your support coordinator, and meet the people you would be living with. Compatibility with housemates often matters as much as the building itself.
  5. Sign your SDA dwelling agreement and SIL service agreement. These are two separate documents. The SDA agreement is with your housing provider and covers the building. The SIL agreement is with your support provider and covers staff. You can usually choose your SIL provider independently of the SDA provider.
  6. Move in and review. Settle in, review how the supports are working, and request adjustments through your support coordinator if anything is not fitting. Reviews happen at each plan reassessment.

The full timeline from first enquiry to move-in is usually four to twelve weeks, depending on category, vacancy availability, and whether the property needs minor modifications before you arrive.

SDA and SIL: How They Work Together

This is the part that most often confuses participants and families, so it is worth being clear.

SDA is the housing funding. It is paid by the NDIS directly to the SDA provider (your landlord) for the building. You do not see this money in your plan as cash; it is a capital support paid to the property owner.

SIL is the support funding. It is a Core Supports line in your plan that pays for the disability support workers who help you with personal care, meal preparation, medication, community access and overnight assistance. SIL staff are usually rostered into the property, sometimes with sleepover or active overnight shifts.

In many SDA buildings, the SDA provider also offers SIL. You are not obliged to use them. Participants can choose a different SIL provider, and many do. The two services are contracted separately. Reasonable Rent Contribution

You contribute towards your SDA accommodation costs from your own income. This is called the Reasonable Rent Contribution (RRC). The NDIS funds the rest.

The standard RRC is 25% of the Disability Support Pension (DSP), plus 100% of the Commonwealth Rent Assistance (CRA) you are entitled to. For most participants on the full DSP, this works out to a contribution that is well below market rent for an equivalent Australia property.

Your RRC is paid directly to the SDA provider, usually fortnightly, alongside the NDIS SDA payment. The exact figures change with each DSP indexation, so the SDA provider will give you the current amount in writing in your dwelling agreement.
